Palo: a small river town where water is the main question

Close to the Cedar River, so the sensible first question is where the water goes.

The river is close

Palo is in northern Linn County and lies near the Cedar River, the same river that crested at 31.12 feet at Cedar Rapids in June 2008 (news reports, read 2 November 2026). Anyone buying or repairing a house in a river town should check the flood history with the town and with the county floodplain staff. Ask for the flood zone on a map for your exact address, not for the town as a whole.

Contacting the town

Palo's town hall phone is (319) 851-2731 in every source we found. Sources disagree on the street address, one giving a Shellsburg Road address and another a Hollenbeck Road address, so phone before you go. The Iowa League of Cities lists office hours of 8 to 4 and the website cityofpalo.com. We found no page that describes the town's own building permit process, so ask whether the town or Linn County reviews structural work.

After flood water

A basement that has stood in water needs to dry for a long time. Concrete, block and the soil next to the wall all hold water well after the surface looks dry. Cracks that appear weeks later may come from uneven drying. Be careful about attributing any crack to a flood without a photograph taken before it.

Practical steps

  1. Find out whether your lot is in a mapped flood zone.
  2. Ask the town who handles permits for structural work.
  3. Photograph and date every crack and every stain on the wall.
  4. Check the sump, the pump and the discharge line, and the gutters.
  5. Ask any visitor how they would keep water away from the wall afterwards.

Insurance and paperwork

If damage may be flood related, talk to your insurer before work begins and keep every photograph and receipt. Standard homeowner policies and flood policies are different, and what is covered depends on the policy. We do not give insurance advice, but the paper trail helps whichever way it goes.
