Cedar Rapids: a basement city built beside its river
The biggest city in Linn County is also where the flood history is deepest.
Start with the river
Cedar Rapids sits on both banks of the Cedar River. The June 2008 crest of 31.12 feet is the number most residents know. It flooded about 6,000 homes, and the city and federal programs later bought out around 1,350 properties near the river (news reports and State Historical Society of Iowa material, read 2 November 2026). If your house is close to the old flood area, ask the seller or your neighbours what happened to the basement in 2008 and what was changed.
Older houses and newer ones
Many neighbourhoods on both sides of the river have houses from the early and middle twentieth century, with block or rubble walls and low basement ceilings. These walls move in small ways every year and often show stair step cracks along mortar joints. Houses built from the 1990s on tend to have poured concrete walls, and their typical complaint is a vertical shrinkage crack that leaks in spring.
Neither type is automatically a problem. What matters is whether anything is changing, so keep dated photos and measure a few cracks every season.
Water before structure
A valley city has a high water table in wet years, and many basements here have a sump pit. Before blaming the foundation, check the pump, the discharge hose and the gutters. See wet basements and sinking floors for a ten minute check you can do yourself.
The permit office
Building Services is at the City Services Center, 500 15th Ave SW, Cedar Rapids 52404, phone (319) 286-5831, and a directory entry verified in February 2026 lists the hours as Monday to Friday, 7:30 am to 4:30 pm. The city also has a Development Services line that is separate, so say what you are doing when you call. Ask whether structural wall work needs plans, and whether a letter from an engineer is wanted.
What to do this week
- Photograph every crack with a ruler in the frame.
- Walk the outside during rain and watch the downspouts.
- Call the city and ask what a wall repair needs.
- Request estimates from more than one company, and ask each for the cause in writing.
Nearby: Marion and Hiawatha use their own offices. The permit page lists all six.
